To start things off, here is an image I took recently of the Carlsbad sign. It was shot at f22, 1/15 at IS0 100 with my 5d mark3. The aperture at f22 is what creates the star bursts. The slow shutter speed, 1/15th of a second, is what creates the streaks of lights created by the cars driving by.
